Summary of results from the Massachusetts and West Virginia State self-assessment projects [commercial motor vehicle operators compliance]

During the period 1997-1999, a study to determine the effectiveness of sanctions on commercial motor vehicle operators was performed for the Office of Motor Carriers (now the Federal Motor Carrier Safety Administration). The study produced some startling results, in terms of what sanctions are and are not effective. State compliance with FMCSRs was generally determined through an 'audit' process, assuring that the procedures (and sometimes the controls) were in place to comply with FMCSRs. The Commercial Vehicle Safety Alliance (CVSA) sponsored a state self-assessment program, to assist states in using actual data to verify compliance with Federal Motor Carrier Safety Administration. This paper reports the results of the two CVSA studies, to date.
