SD Model Simulation for Resource-Based City Sustainable Development

In order to explore the sustainable development of resource-based cities, this paper takes Heilongjiang Province as an example, based on the concept of sustainable development as the guiding ideology, and the use of complex systems theory to analyze the characteristics of resource based city industrial economic development. On the basis of the analysis of the relationship between the four subsystems and the mechanism, the system dynamics software is used to establish the model and simulated. Then, based on the perspective of industrial structure, through setting four policy variables, the value of a product to investment ratio, the ratio of industrial investment, investment in science and technology, environmental protection, and thus set up five policies to simulate the future development of Heilongjiang Province until to 2020. The results of the policy simulation show that the appropriate increase of industrial investment, focusing on technology and strengthen environmental protection investment is conducive to the sustainable development of industry. Therefore, the resource based cities should be reasonable arrangements for the optimization of industrial structure and speed, and vigorously develop science and technology and agriculture, high-tech industry, and take into account the long-term development of ecology.
