Computer Matching: Toward Computerized Systems of Regulation

This paper provides an overview of computer matching, one of the new forms of computer-generated social control. Administrative and legislative developments encouraging the use of this technique are discussed. Trade-offs between increasing regulatory effectiveness and efficiency, on the one hand, and the rights of individuals on the other are discussed. The paper concludes with a set of policy questions that are likely to inform the process of drawing the necessary balance.
