Enabling a Smart City Application Ecosystem

Cities are becoming increasingly "smart," but they need an underlying foundation that handles and manages all the lower-level complexities. In this article, the authors discuss relevant challenges and building blocks of a Smart City Application Ecosystem (SCALE).
