slogans promulgated in the public institutions and the press. What is not apparent is the degree to which such directives require interpretation and application as they ramify back down through society. Communication and consensus is, in fact, arrived at by a much less abstract mechanism than would be characteristic of a society constituted of strictly autonomous individuals. This is true in a large measure because the Chinese conception of humanness does not presuppose any notion of a moral order transcending the consensual order that could justify either demagogic appeals or appeals to individual conscience, and that might disrupt the consensus.71
