Safety of Eccentrically Loaded Reinforced Concrete Columns

New concept of safety is presented, based on minimum strengths line; consideration of 2 different probabilities of rupture due to crushing of concrete or to yielding of steel; approach can be used for practical design for eccentrically loaded sections, and for other types of loading combinations.
