MPEG-2 to MPEG-4 transcoder using object-based motion vector clustering

We present an MPEG-2 to MPEG-4 transcoder using an object-based motion vector clustering (OMVC) method which can skip frames dynamically and reduce the spatial resolution of frames arbitrarily. Experimental results show that the proposed transcoder using the OMVC method outperforms the existing method with better visual quality.
