The sufficient and targeted use of operating experience within the industry is an essential way for nuclear power plants to promote unit safety performance and also the healthy trait of nuclear safety culture. The external experiences from mother-corporation, peer plants and global industry offer the plant itself a platform to reveal the common failure mechanism and most fundamental weaknesses that affect the safety and reliability of nuclear power units, thus to minimize the incident repeating occurrence. This paper standing on the vision of plant OE organization, focusing on the time effectiveness and applicability, to analyze how to assess and improve the effectiveness of external operating experience mode including the needed auxiliary resources and management support, meanwhile illustrates the approach to help build a nuclear safety culture that All individuals take ALL chances, use ALL experiences, dig out ALL problems and detect ALL gaps between current performance and nuclear safety excellence early enough.
