TRANSPORTATION RISK ASSESSMENT FOR THE ALBERTA SPECIAL WASTE MANAGEMENT SYSTEM

The Alberta Special Waste Management System (ASWMS) consists of the Alberta Special Waste Treatment Centre (ASWTC) located near Swan Hills, two transfer stations located in Nisku and Calgary and a road transportation operation which links major waste generators and transfer stations to the ASWTC. The purpose of this report is to provide an independent assessment of the changes in risks of transporting waste to Swan Hills that would result from the treatment of out-of-province wastes at the ASWTC. This acceptance of wastes generated out-of-province will involve changes in: the routes on which waste will be transported; the content of the waste streams being transported; truck operations due to longer driving distances; and the use of more trucks not under the direct operating control of Chem-Security (Alberta) Ltd. (CSAL).
