This paper discusses the relationship between software process management and software project management, arguing that, while complementary, they address separate concerns and involve different activities. Process management consists of defining models that specify how some class of processes should, could, or have been performed. Project management consists of planning, controlling, and monitoring specific software projects that are being performed according to some (implicit or explicit) process model.
