An Implementation-Scheduling Model for Urban Development Projects

This paper is a report on the structure and the operational procedure of an implementation-scheduling model (ISM) used in preparing an urban development program for a small South African city. The model is aimed at defining a yearly or a phase-based set of projects that will maximize community benefit under local budgetary constraints. The local master plan serves as the frame from which development projects are defined. To promote economic development, projects are basically related to complementary development rather than to basic infrastructure works.
