Integration of SAR image and vulnerability data for building damage degree estimation

Remote sensing technology plays an important role in gathering information of social infrastructure damage which is crucial for relief and reconstruction work after strike. Comparatively speaking, radar sensors are capable of observing the ground irrespective of weather conditions or the time of the day, and therefore have been gaining prominence as a reliable tool for grasping the overall picture of damage from disasters. In this paper, we propose an improved algorithm that enables us to combine the GIS data and SAR image for seismic damage assessment. The method was applied to PALSAR images taken over both areas affected by the 2008 Wenchuan(China) and 2010 Yushu(China) earthquake. By combining pre-and post-disaster SAR backscatter intensity imagery with GIS data, which contains information of buildings' vulnerability, the results of the experiment indicate that accuracy was considerably increased.
