The present invention provides a CTCS Level 3 radio block center (RBC) device and system, said device comprising: a host and an integrated services digital network (ISDN) server, said ISDN server being used for receiving train parameter information including train position sent from a train, and also being connected to the host so as to send said received train parameter information to said host. The host is also used to receive track status information reported by at least one computer-based interlocking, and, according to said train parameter information, said track status information and pre-allocated circuit allocation data, allocates a movement authorization to said train. The host is further used to send the movement authorization to said train by means of the ISDN server, so as to control movement of the train. The technical solution set forth in the embodiments of the present invention enhances the operational efficiency of CTCS Level 3 trains.
