Evaluation indices system and its application for blackout emergency handling in power system

In order to effectively evaluate the capability of large-scale blackout emergency handling, and find out the weak links for power grid enterprises in regard to large-scale blackout emergency handling, the evaluation indices system for the emergency handling to large-scale blackout is systematically proposed and established by this paper. The indices system is built upon the characteristics of large-scale blackout, following the general theory about emergency handling and applying the thought of systems theory and methodology. This indices system consists of four first-grade indices, twelve second-grade indices and thirty-eight index attributes. The method of Fuzzy Analytic Hierarchy Process (FAHP) is introduced, the analytic hierarchy process is used to determine the weight of each index, and then fuzzy comprehensive evaluation is performed hierarchically. In the end, the practical example of a provincial grid company is given to evaluate comprehensively on its emergency handling capability, the scientifically rational analysis results is obtained, which show the effectiveness and practicality of indices system and comprehensive evaluation method. The study shall provide management reference and decision support for the emergency handling to large-scale blackouts in the electric power sector.
