A main challenge in space-based optical surveillance is to make use of short arcs observations.A novel method for locating GEO objects from short arcs observations is proposed in this paper.Due to the constraints of GEO region's radius, the position and velocity can be estimated by using Least Square, and they can be used either as the input of an initial orbit determination or the initial value of orbit prediction. The geometric of precision is extended to measure characteristics of the coefficient matrix of Laplacian function especially for the multi-observer-multi-arcs cases. The ESGOP is imported to illustrate the effect of data errors. The result of simulation shows that the location precision of GEO objects can be less than 50km when GOP is bigger than 0.03 and ESGOP is smaller than 0.005.
