In order to reduce the disastrous blackouts caused by the damage of natural disasters to power facilities, this paper proposes the method of differential planning to construct a anti-disaster baseline power grid, starting from the view of protecting key power users and balancing the relationship between input and benefit of anti-disaster. The methods and principles of systematically constructing the power grid based on network-source-load cooperation, such as the selection of guaranteed scope of key users, the planning of anti-disaster guaranteed power supply and the planning of baseline power grid, are projected from. Taking the power grid of a city in Fujian province as an example, this paper constructs a anti-disaster baseline power grid scheme, and puts forward some suggestions for the differential construction of anti-disaster baseline power grid.
