The higher demand of high-rise building developments rises, the more importance of tower crane (T/C) operation increases. According to the increase of the dependence of T/C works, their accident risks fatally impact on the safety of construction sites. However the regulation for the safety performance (SP) of T/C operation is frequently ambiguous without considering the attributes of construction sites, and T/C works are performed by subjective and vague judgements of site managers and workers. On that purpose, this study provides a model to assess quantitatively safety performance(SP) of T/C works based on expert's qualitative and subjective experience. The factors affecting to safety performance are identified and weighted by Analytic Hierarchy Process(AHP) and the principles and algorithm of the safety performance assessment are presented by the fuzzy-based approach in this paper. As a result, the safe degree of T/C works is monitored, and the results will contribute to establish specific management plans for mitigating accident risks of T/C works.
