Pareto Optimality Based Multi-objective Transmission Planning Considering Transmission Congestion

Under the deregulated environment,it is expected for the transmission expansion planning to provide alleviation for the possible transmission networks congestion.According to the Pareto optimality,a transmission planning model with three objectives which are the investment cost,the outage cost of customers and the congestion surplus,was presented to take economy,reliability and congestion problem into consideration.An improved strength Pareto evolutionary algorithm(SPEA) was adopted to solve the optimization problem.A ranking method based on Euclid distance was proposed to achieve an optimized decision-making in the Pareto optimal solution aggregate.Practical sample of the 18-bus system proves that a symmetrical Pareto aggregate can be located by the improved SPEA and the proposed multi-objective planning approach can effectively control and alleviate transmission congestion of planned network.
