The purpose of this review is to broaden the discussion by exploring the common genesis of the endeavors and the similarities in the environments in which they operate. A comparative analysis between situations in Third World and First World cities is made, under the premise that transportation needs are about the same. The principal emphasis of this review is to define the attitude that governments take toward locally generated private services.
