Design Trade-Offs for the Subcarrier Traffic Information Channel waveform

Recently a subcarrier traffic information channel (STIC) waveform and prototype have been designed and successfully tested as a means for broadcasting traffic data to vehicles on the highways. This approach to traffic information broadcasting makes use of a frequency modulated (FM) broadcast subcarrier. Achieving reliable communications over this channel requires a waveform that is robust in the multipath and fading environment associated with very high frequency (VHF) propagation to mobile receivers. This is best accomplished in this application by the use of forward error correction (FEC) techniques. This paper presents some of the design trade-offs involved in the coding and waveform design and discusses some of the rationale for the modulation and coding selection. The waveform described here does not represent a final, refined design, but instead serves as a proof-of-concept for enabling some IVHS applications and is intended to identify show stoppers, if they exist.
