Cluster Life Cycles: The Case of the Shipbuilding Industry Cluster in South Korea

Although South Korean academics and policy-makers have applied industrial districts, regional innovation systems and clusters both to study and promote regional economic development, these concepts have little power to explain the changing economic landscape over time. This paper tackles this question with the help of the concept of cluster life cycle and shipbuilding as a case. It concludes that the cluster life cycle concept is useful for analysing and explaining spatial industrial dynamics in Korea, but the distinction between industry life cycle and cluster life cycle is not very relevant in the case of shipbuilding. Bien que les universitaires et les décideurs en Corée du Sud aient appliqué des districts industriels, des systèmes d'innovation régionaux et des clusters à la fois pour étudier et pour promouvoir le développement économique régional, ces notions expliquent à peine un milieu économique en pleine évolution dans le temps. Cet article cherche à aborder cette question à l'aide de la notion du cycle de vie employant les chantiers navals comme étude de cas. On conclut que la notion du cycle de vie des clusters sert à analyser et à expliquer la dynamique industrielle géographique en Corée, mais que la distinction entre le cycle de vie industriel et le cycle de vie des clusters importe très peu pour ce qui concerne les chantiers navals. Die Konzepte der Industriebezirke, regionalen Innovationssysteme und Cluster wurden von südkoreanischen Akademikern und Politikern zwar zur Untersuchung und Förderung der regionalen Wirtschaftsentwicklung angewandt, bieten aber nur wenige Möglichkeiten zur Erklärung der veränderten wirtschaftlichen Landschaft im Laufe der Zeit. In diesem Beitrag wird diese Frage anhand des Konzepts des Lebenszyklus von Clustern mit Hilfe des Fallbeispiels des Schiffbaus untersucht. Es wird der Schluss gezogen, dass das Konzept des Lebenszyklus von Clustern zur Analyse und Erklärung der räumlichen industriellen Dynamik in Korea zwar nützlich, aber die Unterscheidung zwischen den Lebenszyklen von Industrien und den Lebenszyklen von Clustern im Fall des Schiffbaus nicht sonderlich relevant ist. Aunque los académicos y políticos surcoreanos han utilizado conceptos tales como las comarcas industriales, los sistemas de innovación regional y las aglomeraciones con el objetivo de estudiar y fomentar el desarrollo económico regional, estos conceptos tienen poco poder para explicar el variable panorama económico con el paso del tiempo. En este artículo abordamos esta cuestión con ayuda del concepto del ciclo vital de las aglomeraciones y la construcción naval como ejemplo. Concluimos que el concepto del ciclo vital de las aglomeraciones es útil para analizar y explicar las dinámicas industriales espaciales en Corea, pero que la distinción entre el ciclo vital de sectores industriales y el ciclo vital de las aglomeraciones no es muy relevante en el caso de la construcción naval.
