For the study of staging hierarchy is relative absence in energy conservation of residential buildings in current China, and it must result energy consumption unfairness, i.e. as the living area of villa is bigger, and its per-capita energy consumption will be greater than the urban affordable housings'. To eliminate the energy wasting and reduce per-capita energy consumption differences, the system of staging hierarchy in residential buildings is established. Three typical residential buildings with different types were chosen as fellow: villa, high-rise flats and urban affordable housings. And the per-capita heat consumption index of those residential buildings in heating season is calculated according to BIM(the building information model) and research report, and then summing up with the necessary restraint of thermo-technical indexes by technological method before initial design phase of villa, also making suggestions of government subsidy policy for affordable housings after finish, so that the per-capita energy consumption unfairness will be improved to a certain extent.
