Gender Issues in Recovery from the December 2004 Indian Ocean Tsunami: The Case of Sri Lanka

The prevailing gender disparities in Sri Lanka became more prominent after the December 2004 Indian Ocean tsunami. Relief and recovery operations were insensitive to gender differences in many respects, and women had little opportunity to participate in any of the stages of recovery. These trends were evident in such areas as emergency management, recovery planning, and specific interventions. As a result, gender-based disparities and vulnerabilities are being re-enforced and perpetuated. Knowledge, experience, and skills that women possess can contribute significantly to the planning and implementation of recovery operations to make the outcomes more appropriate and make the benefits equitable. Therefore, the various stakeholders in tsunami recovery must develop gender awareness and gender-sensitive practices.
