Background This project aimed to investigate how health consumer groups (HCGs) engaged in the national policy process. There had been no systematic study of this topic, though Wood (2000) has since explored the activities of patients’ associations in the UK and the US. Our research proved to be timely as it took place in the context of new NHS institutions, processes and policies (DOH, 1998; DOH 2000), and explored the views of HCGs on the development of these increased opportunities for participation and involvement.
