Abstract This article investigates the growing trend by major European engineering contracting companies to utilise labour and resources from developing countries in an attempt to reduce costs on overseas projects. In particular, the use of engineering design offices in developing countries as ‘low cost engineering centres’ in an effort to gain competitive advantage.
