Computer picture processing and enhancement by localized operations

In this paper, a collection of simple procedures based on masks or templates to be used in computer picture processing is presented. Small, carefully selected regions of a picture are viewed at one time. This process is repeated throughout the picture. Many different types of masks are shown. Edge detection, noise reduction, shrinking, expansion, object recognition, mensuration problems, and more are presented using simple masks. Examples of applications to various problems associated with picture processing are given.
