Criterion of distance between technical programming and socio-economic priority

Le probleme etudie dans cet article concerne la comparaison de deux preordres partiels provenant de deux points de vue distincts. Un critere de distance est propose dans ce but. La forme finale de ce critere est justifiee par un ensemble comportant d'une part des conditions logiques et, d'autre port, des conditions inherentes a la signification meme de la distance cherchee. L'interet de ce critere est illustre par un cas concret de programmation regionale d'approvisionnement en eau. Dans ce cas, le premier preordre prend en compte des considerations et criteres techniques alors que le second traduit des priorites socio-economiques
