Development of computer-based information systems: A communication framework

It is still too often the case that Computer-Based Information Systems (CIS) are developed behind schedule, overcost, do not do as much as promised, and do not satisfy their users. In the last few years, we have been bombarded by techniques, methods, "optimal ways" in which to approach system development. For example, techniques such as prototyping and data flow diagrams have been developed to make the requirements definition process more effective. These methods, provide direction and structure to the development process.
