This article analyzes the educational plan of Louis Michel Lepeletier de Saint-Frageau. He aims to establish equal rights of receiving education. "House of equality" which the propose makes all French students of primary school learn the elementary lessons, sing the praises of the French Revolution and fulfill together a day's work day in day out. They, isolated from their parents, must eat, work and sleep in this house. Michel Lepeletier's educational plan did not attain a successful result in his life. Because he vote for the execution of Louis ⅩⅥ and was assassinated by a young royalist. In those days the a shortage of food and materials, a forced conscription, an overissue of bank notes, a war against the European alliance and an unrest of French army and many royalists insurrections were encountered with French government. The government utilize this death in pressing the anti-revolutionary damp. And when Robespierre read Lepeletier's educational plan in the Convention Nationale, the radical leaders find that this plan would make a new generation for suitable to the Reign of Terror. For the government, Lepeletier's plan was the most compatible because of these reason as follows: 1) the government must control tightly and isolate the French students from the old generation. Because the latter is not able to accept the revolutionary ideas. 2) In order to gain the victory over all European nations, even the young students must undergo military training. 3) This plan is faithful to the equality which is one of three revolutionary principles - Liberty, Equality, Fraternity.
