Cooperative Traffic Management using Satellite Enabled ITS Platform

The paper presents the benefits and issues of using satellite enabled intelligent transportation system (ITS) platform SafeTRIP to address challenges in traffic management. Patrol and service vehicles of road operators in France and Spain were equipped with the SafeTRIP On-board Unit capable of using satellite voice and data bidirectional communication through S-band. During the field trials, the patrol vehicles and operation centres will use safety-related services deployed on the platform. For instance, the Patrol with eyes service will be used to provide live video footage from the patrollers to the operation centre while they attend road incidents in segments of the road network deprived of road side sensors. Other services that include cooperative data transmission (Emergency call, Road safety alerts, Collaborative road alerts) will improve traffic safety through the reduction of delays of the information chain. The authors believe that their findings and preliminary analysis of pre-trial tests as described in this paper will be of interest in particular to road operators and transport stakeholders.
