Method and system for distributing persistent scheduling C-RNTI during terminal switching

The invention discloses a method and a system for distributing persistent scheduling cell-radio network temporary identities (C-RNTI) during terminal switching. The method comprises the following steps that: a target base station judges whether a persistent scheduling C-RNTI is needed to be distributed to a terminal according to switching request information from an original base station and a admission control process of the target base station; and if the persistent scheduling C-RNTI is needed to be distributed to the terminal, the target base station and the terminal updates a temporary C-RNTI distributed in a random access process into a persistent scheduling C-RNTI. The invention also discloses a system for realizing terminal switching. The scheme of the invention can reduce radio resource control signaling load during terminal switching.
