Lithuania’s education system is more decentralized than centralized. National institutions, municipalities and educational institutions all share responsibility for the quality of the education provided. The Seimas [1] (Parliament) forms education policy at the national level. It adopts laws and declarations on policy changes. The Government [2] in corpore and the Ministry of Education, Science and Sport [3] (and other related ministries) also formulate and implement education policy and adopt and implement legal acts other than laws and declarations.
