Sectoral studies of policy development have in recent years proved very illuminating and informative about decision-making in the European Union. The study presented in this publication on maritime transport policy in the 1990s is among the best. Maritime transport has traditionally been an area where international regulation has been the dominant shaper of policy. Therefore, maritime transport is an unpromising candidate for the Europeanisation of policy-making. This book chronicles the stages the European Community and later the European Union (EU) has moved into the maritime transport field and has persuaded the key political actors of the merits of expanding the European policy dimension.
