Economic factors influencing households' production of refuse

This paper studies some economic aspects of households' decisions to produce more or less refuse. Effects upon refuse production induced by changes in income, price of refuse service, frequency of service, site of refuse collection, and packaging are derived theoretically. Evidence relevant to these results is presented whenever possible. Some resource implications of current local government policy, which eschews the pricing of public refuse service to households, are discussed.
