The economy and ecological aspects in social system are coherently linked and can be examined by its material and energy flows. In this study, material flow analysis and synergistic analysis were employed to investigate the material input and output in Minhang District of Shanghai from the year 2000 to 2006. The analysis results showed that: (1) The grey order degree of economic sub-system showed monotonically increasing trend during the study period, which indicated there is a more rational economic structure and the solid construction of circular economy. (2) The grey order degree of resource subsystem showed the growth trend of the fluctuations during the study period, which indicated energy; water and biomass are important constraint Minhang future development. If Minhang keep the current economic development model and speed, energy demand and water demand will continue to grow and become major constraints of the future development in Minhang District, (3) The grey order degree of environment sub-system showed monotonically increasing trend during the study period, but compared to the needs of the construction of circular economy, intravenous Industry development is not enough.
