A method and a system for controlling a pilot measurement request order in cellular system

PURPOSE: A method and system for controlling a PMRO(Pilot Measurement Request Order) is provided to control the pilot measurement request command for transmitting a certain action time value and a PMRO message to a mobile terminal. CONSTITUTION: A BSC(Base Station Controller,200) analyzes a received PSMM(Pilot Strength Measurement Message) and checks whether a BTS(Base Transceiver Station) B is included in an adjacent BTS list of a BTS A. If the BTS B is not included in the adjacent BTS list of the BTS A, the BSC sets a use time of a PMRO as '1', inserts next action time information into the PMRO, and transmits the PMRO to a mobile terminal(400)(13). If the use time of the received PMRO is set as '1', the mobile terminal(400) informs a PSMM after the action time included in the received PMRO elapses(14). The BSC(200) responds as a base station acknowledge order(BS_Ack_Order) to the PSMM(15), analyzes the received PSMM, and checks whether a BTS C is included in the adjacent BTS list of the BTS A. If the BTS C is not included in the adjacent BTS list of the BTS A, the BSC(200) instructs the BTS A to assign a traffic channel for the mobile terminal(400), transmits an HDM(Handoff Completion Message) to the mobile terminal(400), and instructs to the mobile terminal(400) to add the BTS C(16). The mobile terminal(400) performs a handoff and transmits a next HCM to the BSC(200) for informing the completion of the handoff(17).
