A REVIEW OF QUEUE MANAGEMENT STRATEGIES

This paper reviews queue management strategies in the context of urban traffic congestion. Attention is focused mainly on signal control techniques, both static and dynamic, although non-signal measures are also mentioned. It is observed that the formulation and use of strategies to manage queues depend on whether the objective is to postpone, to handle or to recover from highly-saturated traffic conditions. In most cases a combination of measures is used to form a strategy, or series of strategies, best suited to the road network configuration and local patterns of demand.
