This paper describes the results of a comprehensive study undertaken to determine if a microcomputer-based information system could provide an effective and economical means for the coordinated storage, management, and analysis of transportation data for highway, police, and planning departments within city and country agencies. The study involved the following efforts: a survey of existing data bases and the needs and attitudes of agencies identified as potential users of a transportation information system; a determination of required data analysis capabilities for the system; a review and evaluation of available microcomputer hardware; the development and assessment of alternative system configurations; the development of system hardware and software and software specifications. In these efforts consideration was given to the unique needs of particular agencies, the impacts of overlapping jurisdictions, the disparities in the collection and management of data, and the needs for integration of information.
