FEASIBILITY OF UTILITY CORRIDORS IN TXDOT RIGHT-OF-WAY

Like many states, Texas faces increasing utility congestion in the Right-Of-Way (ROW) of the roadways it builds and maintains. New growth and expansion of underground utilities in urban areas also results in increased demand and increased competition for the space available on highway right-of-way for public utilities. This project investigated the use of utility corridors to relieve ROW utility congestion. The research encompassed a literature review, industry task force, and survey of other states and review of legislative code. Results show that while utility corridors have some advantages, their use is limited to severely constrained situations because of their cost.
