AIRPLANES make noise. People like airplanes but they dislike noise. Through some decision-making process choices must be made: Shall we have many airplanes and much aircraft noise? No airplanes and no aircraft noise? Some airplanes, perhaps more expensive because noise-suppressing measures have been taken, and some noise? There are no other choices. Indeed, as a matter of practical policy only the third alternative is viable. Within this alternative however, there remains a wide range of choices which can be subdivided into two broad categories.
