A NEW MODELLING PARADIGM FOR STRATEGIC PLANNING

The need for new paradigms in transport planning has been debated for many years. The shortcomings of the traditional quantitative models are widely accepted in academia, and practitioners are more and more coming to the same conclusions. The reasons for the wide application of the traditional models is that there have been no other mechanisms that can be usefully employed to solve the questions being asked. This paper presents a new paradigm for Strategic Planning, based on a Futures Model that employs Genetic Algorithms (GA) to generate future scenarios and search for desired outcomes.
