The invention provides an upstream scheduling method and an upstream scheduling device. The method comprises the steps as follows: user equipment (UE) receives downstream control information (DCI) sent by a base station, and the UE transmits an upstream channel or/and a signal according to configuration information of the base station and the DCI channel and determines the transmission power of the channel and/or the signal. According to the technical scheme of the method and the device provided by the invention, the problems of license information confirmation and transmission power distribution and indication are solved, and a technical scheme of licensed carrier assisted access is completed.
