This paper reviews energy and cost allocation methods put forward in the literature and presents a method applicable to a range of power generating cycles and desalination processes. Flexibility to meet varying power and water demands and methods of maintaining steam supplies to desalination plant at low electrical load are considered. A costing model is developed and applied to a range of power and desalination options, with sensitivity analysis to fuel cost variations.
