‘Devolution Plus’: What it Might Entail and Where it Might Lead*

This paper will look at aspects of 'devolution plus', in the context of the various constitutional reviews for Scotland that are presently underway - both the Caiman Commission's work and that of the National Conversation. First, it will try to think through what 'devolution plus' might mean in the abstract, and discuss a number of models for devolution, in an attempt to put the present proposals into context. It will then discuss the proposals presently on the table and their implications, and suggest some other approaches to implementing 'devolution plus' that have not so far played a part in the debate.
