By adopting the invention, the problem that additional signaling cost is occupied if frequency point and priority notification is conducted through special signaling in the current stay cell is avoided, the terminal is enabled to learn comprehensive frequency points and the corresponding priority used as a reference for reselection, and the process of the cell reselection is optimized.
