Searching for the Vulnerable: A Review of the Concepts and Assessments of Vulnerability Related to Poverty

AbstractThis paper provides a review of the literature on vulnerability related to poverty. It provides a consistent definition and a general review of the existent theoretical and empirical models and, based on the surveyed contributions, points out the differences, the main limitations and the possible research perspectives on the theoretical analysis and modelling of vulnerability related to poverty. The paper shows that the current analyses have assessed vulnerability from two distinct perspectives, considering vulnerability either as uncertain welfare or as lack of entitlements. It suggests that each assessment determines important differences in the research agenda on vulnerability related to poverty and implies some advantages and disadvantages in terms of the validity (capacity to translate an abstract concept), reliability (the quality of the data), consistency (logical and theoretical soundness), intelligibility (the clarity of the message that it embodies) and feasibility of the measures of vulnerability proposed.Cet article propose une revue de la littérature sur la vulnérabilité liée à la pauvreté. Après avoir fourni une définition cohérente, il présente les modèles théoriques et empiriques existants et met l'accent sur les différences, les principales limites et les perspectives de recherches possibles sur ce sujet. L'article montre que les analyses actuelles ont évalué la vulnérabilité de deux points de vue différents: soit en la considérant comme l'expression d'incertitudes vis-à-vis du bien-être, soit comme l'expression d'un manque de droits. Il suggère que chacune de ces conceptions induit ses propres pistes de recherche sur la vulnérabilité liée à la pauvreté et présente des avantages et des inconvénients en termes de validité (capacité à traduire un concept abstrait), de fiabilité (qualité des données), de cohérence (logique et théorique), de compréhension (clarté du message) et de faisabilité des mesures de lutte contre la vulnérabilité qui sont proposées.
