Carrier-aggregation-based information transmission method and device

Disclosed in the present invention is a method for carrier-aggregation-based information transmission, said method comprising: a UE, when a primary cell (PCell) receives an RAR message corresponding to a random access procedure, determines whether to simultaneously receive and decrypt, in one or a plurality of SCells, a PDSCH carrying downlink data. Alternatively, when a PCell receives an RAR message corresponding to a machine access procedure, the UE determines whether to simultaneously receive and decrypt, in the PCell, a PDSCH carrying downlink data. Also disclosed in the present invention is a carrier-aggregation-based information transmission device. The present invention has achieved the simultaneous transmission and receipt of information carried within an RA-RNTI-scrambled PDSCH carrying an RAR message and a C-RNTI/SPS-RNTI-scrambled PDSCH carrying a DL-SCH.
