Provided are a new carrier type cell measurement method, user equipment and base station. The new carrier type cell measurement method comprises: a user equipment receiving DTX mode information sent by a serving base station of the user equipment, the DTX mode information being DTX mode information about a neighbouring NCT cell of a serving cell in which the user equipment is located; and the user equipment measuring the neighbouring NCT cell according to the DTX mode information. In the present invention, the user equipment can learn related information about a downlink pilot frequency of the neighbouring NCT cell, thereby being able to avoid the waste of electricity caused by unnecessary measurement, and save the electricity of the user equipment.
