The invention discloses an energy management system for an urban power network. The energy management system comprises a main network energy management system, a main network power database, a plurality of sub-region energy management systems, a sub-region power network database, a power station, a substation and a load end. The main network power database is connected with the main network energy management system and the sub-region energy management systems, the sub-region power network database is respectively connected with the sub-region energy management systems, the power station, the substation and the load end, and the sub-region energy management systems control the power station and the substation integrally. The energy management system has the advantage that integral control of voltage and power generation amount of the power network is realized.
