This paper describes a methodology for allocating priority levels and resources to quality activities during the development of EDA software projects. Geoffrey Moore's technology adoption life cycle model is used to provide a baseline understanding of what the market and the target users require at any point in time during the product life cycle. Applying this model, EDA software development teams can make choices and prioritize quality objectives which are based on the customer segment that they are targeting at any point in time during the product life cycle.
